ACB conducts capacity building workshop for Chief Vigilance Officers/ Departmental Vigilance Officers



Chief Vigilance Officers (CVOs) & Departmental Vigilance Officers (DVOs) capacity building workshop was organized today at PWD (R&B) Guest House, Gandhi Nagar, Jammu. The workshop was inaugurated by the Director, Anti Corruption Bureau, J&K Shri Anand Jain, IPS in presence of Sh. Sandeep Kujur, Chief Conservator of Forests and Dr. Mohammad Usman Khan (KAS), Deputy Secretary to the Govt. General Administrative Department.

2. The Director, Anti Corruption Bureau during his address to the participants expressed deep concern at the inability of DVOs to expeditiously dispose-off the complaints referred to them by the ACB. He emphasized upon the need to conduct proper enquiry on the complaints which reflect any element of misconduct on the part of the public servants and also advised the DVOs to furnish enquiry reports which clearly bring out an element of misconduct on part of the public servants. He exhorted to reduce huge pendency of complaints with District Vigilance Officers referred by the ACB and lack of serious efforts on affecting the disposal. He also stressed upon the DVOs to be watchful of the malpractices happening in their Districts/Departments and to communicate the ACB quarters for further action, if any deviation having come to their notice.

3. The Director Anti-Corruption Bureau conveyed that only those complaints are referred to DVOs/CVOs wherein criminal misconduct was apparent so as to arrive at a finding as to whether thorough investigation by Anti-Corruption Bureau was warranted or not. Complaints which reflected negligence or are of administrative nature are generally referred to Administrative Secretary / HoD for their effective disposal.

4. The Director ACB further emphasized that institution of CVOs/ DVOs are important pillars of preventive vigilance also and the timely disposal of the complaints prevents the damage of the resourses of the Government Departments and also prevents harassment to the honest public servants from vicious/ frivolous complaints.

5. A presentation on road map for conduct of enquiry by CVOs/DVOs alongwith relevant reading material as part of professional inputs was also provided to CVOs/DVOs. More than 45 DVO of more than 15 departments participated in the capacity building workshop organized by ACB.
