ACB registers case against Nutan Kumar Resutra, the then Principal GGM Science College Jammu and Satish Kumar Proprietor M/S ICPS and others.

Anti Corruption Bureau registers a Case FIR No. 02/2021 on the outcome of verification conducted into the allegations surfaced in a local newspaper against Prof. Nutan Kumar Resutra, then Principal GGM Science College Jammu regarding open loot of public exchequer on the pretext of development and preservation of said College.

It was specifically alleged that Prof. Nutan Kumar Resutra has got anti-termite treatment of College conducted for an amount of Rs. 32 lakhs, however entire exercise of anti-termite treatment in the College was alleged to be an eye wash to swindle public exchequer, as the college was already subjected to anti-termite treatment in the previous year only, besides other allegations with regard to purchases etc.

During the course of verification, scrutiny of recordpertaining to allotment of contract for anti-termite treatment in GGM Science College Jammu by the then Principal Prof. Nutan Kumar Resutra and joint spot inspection of College Buildings through a team of experts from reputed Govt. Organization, it came to fore that the said Prof. Nutan Kumar Resutra, by abuse of his official position as well as for pecuniary gains, under a well knit conspiracy hatched with one Satish Kumar Proprietor of M/S IPCS and others, straightway allotted the above contract (anti-termite treatment) on exorbitant rates to said firm, without inviting tenders as well as without following codal formalities in utter violation of rules/norms as enshrined in the Financial Code.

The probe conducted revealed that as per market survey, there were number of other firms in Jammu dealing with the same type of anti-termite treatments which were not allowed to compete in the allotment of contract and their average rate at that time was found comparatively much less than the rates provided by M/S IPCS firm who infact had executed the work @ Rs. 8.05 / sqft. during 2011-12. The execution of anti-termite treatment contract on exorbitant rate by M/S IPCS Jammu and subsequent payment of Rs. 32 Lakhs so released in favour of beneficiary firm has caused loss to state exchequer worth in lakhs. Not only this, number of other purchases worth lakhs of rupees were made by him during his tenure as Principal GGM Science College Jammu on exorbitant rates and in a wasteful manner, without following codal procedures and in violation to the laid down rules/norms as indicated in Financial Code which further needs in-depth investigation.

5. The aforementioned facts constitute commission of offences punishable under section 5 (1) (d) r/w 5 (2) J&K PC Act. Svt. 2006 and section 120-B RPC against Nutan Kumar Resutra, the then Principal GGM Science College Jammu, beneficiary namely Satish Kumar, Proprietor M/S IPCS firm and others.

6. Further investigation of the case is going on.
