CVC chairs Conference of Kashmir Based DVOs



Departmental Vigilance Officers (DVOs) Conference was held today at ACB Hqrs. Peerbagh Srinagar. The Conference was inaugurated by the Chief Vigilance Commissioner Shri P. L. Gupta in presence of Sh. Anand Jain, IPS Director Anti Corruption Bureau, Shri Gazzanfer Hussain(Vigilance Commissioner) and Shri Hilal Parray (Vigilance Commissioner) were also present .

The Chief Vigilance Commissioner during his address to the participants expressed deep concern at the inability of DVOs to expeditiously dispose of the complaints referred to them by the SVC/ACB. He emphasized upon the need to conduct proper enquiry on the complaints which reflect any element of misconduct on part of the public servants and also advised the DVOs to furnish enquiry reports which clearly bring out an element of misconduct on part of the public servants. He also expressed displeasure on huge pendency of complaints with District Vigilance Officers referred by the ACB and lack of serious effort on affecting the disposal. He also stressed upon the DVOs to be watchful of the mal practice happening in their Districts/Departments and to communicate the SVC/ACB quarters for further action, if any deviation having come to their notice.

The Chief Vigilance Commissioner advised Director Anti-Corruption Bureau to refer only those complaints to District Vigilance Officers where criminal misconduct was apparent so as to arrive at a finding as to whether thorough investigation by Anti-Corruption Bureau was warranted or not. Complaints which reflected negligence or are of administrative nature need to be referred to Administrative Secretary / HoD for their effective disposal under intimation to State Vigilance Commission / Anti-Corruption Bureau.

A presentation on road map for conduct of enquiry by DVOs alongwith relevant reading material as part of professional inputs was also provided to District Vigilance Officers.

The Conference was attended by the Officers of J&K State Vigilance Commission, J&K Anti Corruption Bureau and Kashmir based DVOs.
