ACB J&K registers FIR against Sheeba Inayat, JKAS, the then Assistant Director, Consumer Affairs & Public Distribution



ACB J&K registers FIR against Sheeba Inayat, JKAS, the then Assistant Director, Consumer Affairs & Public Distribution (now FCS&CA) Baramulla into the allegations of malpractices done in the distribution of government food grains under the public distribution system during the period June 2013 to June 2015 by abuse of her official position and in furtherance of criminal conspiracy hatched with Mohammad Shafi Rather @ Kandaman, then Salesman in CA&PD Department Baramulla and other unknown public servants / private persons.
ACB J&K had undertaken one verification into allegations of unauthorized diversion and misappropriation of Government food grains, further manipulation of official distribution & beneficiary records and failure to ensure proper account & remittance of Government revenue. And during verification it got established that (i) unauthorized diversion/re-appropriation of Government food grains from APL category to BPL/AAY categories involving a quantified financial implication of Rs. 26,32,468/-. ii) An unexplained shortage of 16,763.77 quintals of Government food grains to the tune of Rs. 1,67,63,770/- at the applicable APL issue rate. iii) The substantial discrepancies between the consolidated District statements and circle-wise distribution statements involving an unexplained variation of 6,120.13 quintals of Government food grains having a financial implication of Rs. 61,20,130/-. iv) The probable short remittance of Government revenue / loss to the Government exchequer amounting to Rs. 6,74,194/- and v) Abnormal escalation in the name of ration cards / households during the flood period of 2014 followed by the sharp decline thereafter, prima-facie indicating manipulation of beneficiary records and unauthorized distribution of Government food grains. Thereby causing wrongful loss to the tune of Rs. 2, 61, 90,562/- and corresponding wrongful gain to Sheeba Inayat, JKAS, the then Assistant Director, Consumer Affairs & Public Distribution (now FCS&CA) Baramulla, Mohammad Shafi Rather @ Kandaman, then Salesman in CA&PD Department Baramulla and other public servants. Consequently, FIR No. 04/2026 stands registered at Police station ACB Baramulla under section 5(1) (c) 5(1) (d) read with Section 5(2) of the J&K Prevention of Corruption Act, Samvat 2006 & section 409, 120- B RPC against Sheeba Inayat, JKAS, then Assistant Director Food District Baramulla and Mohammad Shafi Rather @ Kandaman, then Salesman in CA&PD Department Baramulla and other public servants and the investigation taken up.
During the course of investigation pursuant to search warrants received from Hon’ble Anti-Corruption Court Baramulla searches were conducted in the residential as well as office premises of Sheeba Inayat, JKAS, then Assistant Director, Consumer Affairs & Public Distribution (now FCS&CA) Baramulla and Mohammad Shafi Rather @ Kandaman, then Salesman in CA&PD Department Baramulla and incriminatory material was seized in the case.
