ACB Produces charge-sheet against Isfaq Ahmad Zargar, the then Executive Engineer and Muneer Ahmad Sherwani, the then AEE of R&B division Baramulla and beneficiary contractors in Hon’ble Court of Special Judge Anti Corruption, Baramulla

Anti-Corruption Bureau produced Charge Sheet before the Hon’ble Court of Special Judge Anti-Corruption Baramulla in Case FIR Case FIR No. 21/2012 U/S 5(1)(d) r/w 5(2) P.C Act Samvat, 2006 and Sec 120-B RPC of P/S VOK, now ACB against the following officers/officials/beneficiaries of R &B Division Baramulla.:-
I. Ishfaq Ahmad Zargar the then Xen R&B Division Baramulla
II. Muneer Ahmad Sherwani the then AEE R&B Division Baramulla
III. Khursheed Ahmad Hakeem the then JE R&B Division Baramulla .
IV. Mohammad Ashraf Dar the then JE R&B Division Baramulla .
V. Zahoor Hussain Bukhari the then H.D, R&B Division Baramulla.
VI. Farooq Ahmad Bhat Beneficiary contractor.
VII. Reyaz Ashraf Banday Proprietor M/S Kashmir Friends construction, Beneficiary contractor
VIII. Javid Abdullah Bhat Beneficiary contractor.

2- The case was registered in P/S VOK now ACB on the basis of a verification conducted into the allegations that the Shri Muneer Ahmad Sherwani, the then AEE R&B Division, Sub Division NHW Baramulla during the year 2007-08 and 2008-09 had misappropriated Govt. funds by way of sub-standard works in construction of two roads under NABARD i.e Vizer-Thindum-Kreeri-Tilgam Road and Saloosa-Shrakwara Road. The works have been allotted by him on approval basis to blue eyed persons without following the tendering process etc.

3- During investigation loss to the State exchequer on account of nonexistent works, less thickness laid, exorbitance of rates was detected in the below mentioned works got executed by the above mentioned accused officers of the R&B Division Baramulla.
I. E/Work and construction of Kacha drain in km 5th, 6th, 7th, 8th & 9th VTKT Road Baramulla.
II. P/L Nllah much filling to Km 2nd (length 975 mtr) Saloosa Shrakwara Road Baramulla.
III. E/W, Cutting, up-rooting of trees, Nallah Mukh filling, laying of pipes, Const. of CC Drain, Crate Wall, R/Wall and laying of WBM G-I length 337 mtr Saloosa Shrakwara Road Baramulla.
IV. E/W, Nallah Mukh filling, laying of RCC pipes, for X-drainage. Km-2nd RD-75-1000 Saloosa Shrakwara Road Baramulla.

4- The Investigation of the case was concluded as proved against the aforementioned accused public servants and contractors and for launching prosecution, the charge-sheet of the case has been produced today before the Hon’ble Court of Special Judge Anti-corruption, Baramulla Kashmir.
